Facade Rebate Program

The Clark Street SSA #23 Façade Rebate Program is designed to provide rebates for commercial property façade rehabilitation activities within the SSA #23 boundaries. The program is intended to beautify and revitalize the Clark and Diversey commercial areas.

Minimum Work Cost (total): $500
Rebate: 50% of eligible costs
Maximum Rebate: $10,000

Eligible Improvements

  • Improvements are visible from the public way and have a positive impact including: awnings, signs & graphics, window & door replacement, tuck pointing, landscaping, flower boxes, exterior lighting
  • Improvements that are compatible with city building zoning regulations

Ineligible Improvements

  • Roofing
  • Rear, side, alley or secondary improvements not visible from the public way
  • New construction or additions
  • On buildings less than 5 years old
  • Interior improvements
  • Improvements completed or started prior to program approval

Other Guidelines

  • Rebates typically limited to one rebate per year / per building
  • Building must be occupied
  • Must be able to show proof of city permits before construction begins

How it works

  1. Submit application along with:

    1. $50.00 application fee
    2. Photos of the existing building and project area
    3. Detailed plans and specifications for the project and cost estimates from several contractors (usually 2-3)
    4. Owner's deed and title of insurance OR written consent from building owner along with contact information
       
  2. Applications reviewed by the façade improvement committee which has sole discretion to approve or deny a project. A letter of approval or denial is sent following the review outcome.
     
  3. Submit proof of building permit applications within 30 days of receiving the approval letter. The committee will acknowledge receipt and let the applicant know when they can proceed.
     
  4. Construction must begin within 30 days after the appropriate building permits have been issued and within 120 days of receiving the approval letter.
     
  5. Once the façade improvements have been completed, the committee will review the project to determine the compliance with program guidelines.
     
  6. A rebate check will be sent within six weeks following inspection and receipt of proper documentation.
